Resolution on Midwifery


WHEREAS the right of women to have autonomous control over their own bodies should be respected by other individuals and all levels of government;

WHEREAS the decision to treat birth as a natural process and not a disease is a personal choice;

WHEREAS Certified Professional Midwives undergo years of formal training and an extensive apprenticeship mentored by an experienced preceptor before being certified to work independently;

WHEREAS virtually all research, both national and international, has demonstrated conclusively that home birth under the supervision of a Certified Professional Midwife is at least as safe for both mother and child as hospital birth in low-risk pregnancies;

WHEREAS the Delaware General Assembly, by the passage of HB 194 in 2013, nonetheless effectively criminalized home birth for all Delaware citizens who do not belong to a particular religious denomination;

NOW THEREFORE BE IT RESOLVED that the Libertarian Party of Delaware not only supports a revision of the Delaware Code to allow Certified Professional Midwives to practice again within this state, but demands that the requirement for a “collaborative agreement” with an OB/Gyn be eliminated from the statute in order to remove the virtual veto of the traditional medical establishment over the choices and prerogatives of the women of Delaware.
